We are seeking an experienced and dynamic Principal Product Manager to lead our flagship Applicant Tracking System (ATS), Insight, used by more than 2,500 government and education customers. This is a Principal-level Product Management role in our HCM portfolio, designed to drive multi-year strategy, orchestrate cross-product hiring workflows, and mentor the next generation of product talent within our team.

This role partners closely with Product Managers for our Candidate Relationship Management (CRM) solution, our jobseeker-facing properties (e.g., GovernmentJobs.com), and the Senior PM leading AI initiatives. Together, you will ensure that NEOGOV delivers modern, equitable, and outcome-driven hiring solutions for the public sector.

What You Will do

Strategic Leadership

  • Develop and communicate a clear, data-informed, multi-year strategy for ATS that advances public-sector hiring outcomes (time-to-hire, candidate quality, equity, and transparency).

  • Translate strategy into an outcome-oriented roadmap with success metrics and milestones; continuously refine based on discovery signals, adoption, and impact.

  • Champion a skills-forward approach to hiring, tapping structured data, relevance, and responsible AI to improve job matching, screening, and ranking.

Cross-Product Orchestration
  • Lead shared journeys across ATS, CRM, Jobseeker sites, ensuring consistent navigation, reusable components, and seamless data flow.

  • Partner with peer PMs to manage dependencies, platform capabilities, and release plans to deliver cohesive hiring experiences.

  • Drive cross-sell/upsell motions by packaging workflows and features that demonstrably improve hiring outcomes.

Execution & Quality at Scale
  • Manage end-to-end delivery: discovery, PRDs/Specs, design reviews, sprint planning, acceptance, launch.

  • Establish rigorous quality standards for accessibility, usability, and auditability expected in public-sector systems.

Customer & Market Leadership
  • Maintain deep understanding of government and higher-ed hiring workflows, regulations, and procurement practices.

  • Lead competitive and market analysis to identify adjacencies (e.g., assessments, mobility, background checks) and inform build/partner/buy decisions.

  • Represent NEOGOV externally at webinars, conferences, and industry events as a thought leader on equitable public-sector hiring.

Data, Analytics & AI Partnership
  • Define and instrument north-star metrics and product KPIs such as req aging, funnel conversion, recruiter productivity, and candidate engagement.

  • Partner with Data and Engineering to leverage analytics and experimentation for prioritization and impact validation.

  • Collaborate with the Senior PM for AI initiatives to align responsible AI/ML solutions with ATS outcomes, ensuring transparency, explainability, and bias mitigation.

Governance & Compliance
  • Ensure features meet privacy, security, and records requirements common to government and education customers.

  • Implement processes for policy/configuration management, change control, and release communications that promote adoption and trust.

Go-to-Market & Adoption
  • Partner with Marketing, Sales, and CS on packaging, pricing, and launch strategies.

  • Equip field teams with positioning, demos, and ROI narratives.

  • Drive adoption post-launch with in-product guidance, lifecycle communications, and customer success playbooks.

Mentorship & Leadership
  • Mentor Associate and Senior Associate Product Managers, providing coaching on discovery, product writing, prioritization, and stakeholder management.

  • Raise the product bar across NEOGOV by introducing scalable templates, metrics frameworks, and decision records.

Who You Are

  • A seasoned Product Management leader with 10+ years of experience, including leadership of complex SaaS products at scale.

  • 5+ years in ATS/HR tech or adjacent talent systems strongly preferred.

  • Skilled at aligning multiple teams around a cross-product vision and shipping measurable outcomes for large customer bases.

  • Comfortable discussing technical concepts and collaborating with engineering teams, while not requiring a deep technical background.

  • Proficient in Agile/Scrum and product management tools (e.g., JIRA/Confluence, Aha!, analytics platforms).

  • Bachelor’s degree required; MBA or advanced degree a plus.


Nice to Have
  • Public-sector or higher-ed domain experience and familiarity with procurement cycles.

  • Experience with accessibility standards, inclusive design, and mission-critical systems.

  • Background in search, ranking, or recommendations; familiarity with responsible AI/ML concepts.

  • Time-to-hire, candidate conversion, and recruiter productivity improvements from shipped features.

  • Adoption of cross-product journeys (ATS ? CRM ? Jobseeker).

  • Reliability & quality metrics (incident rate, regression rate, accessibility scores) and measurable customer effort reduction.

  • Capability uplift of Associate/Senior Associate PMs and stronger product craft across the org.
